Given the fact that masks often froze on characters and were newby, it was decided to assign them to the same layer as aprons. Now you can wear one item at a time.

Besides, mobs saw the characters using the enhancements and started using those too…So, depending on how smart and powerful the mobs are they will be able to use them too!
